Kingdom is your hub, each region should have a kingdom and is completely separated from other kingdoms. Multiple Fiefs connect to a single kingdom to provide oversight on the inner workings of your services.

Fief is where your services are, it sits on your server and allows a Kingdom to manage those services. The Fief also sends regular updates back to the Kingdom detailing resource stats and other useful information.
